Proof of Hunter Education
Rule 23-19-11
- The Division cannot issue a hunting license to any person born after December 31, 1965, unless proof is presented to the Division or one of its authorized wildlife license agents that the person has passed a Division-approved Hunter Education course offered by a state, province or country.
- For purposes of this section, "proof" means:
- a certificate of completion (in Utah referred to as a "blue card") of a Hunter Education course; or
- a current or immediately preceding year's hunting license issued by a state, province or country with the applicant's Hunter Education number noted on the hunting license.
- Anyone who has completed an approved Hunter Education course in another state, province, or country and becomes a Utah resident, must obtain a Division-issued blue card prior to purchasing a resident license or permit. Proof of completion of an authorized Hunter Education course by another state, province or country must be presented or verified in order to obtain a Utah blue card. A Utah blue card may be obtained at any Division office at no charge.
