An approach to conservation planning in Utah
Wildlife species of conservation need — goals, strategies & outcomes:
—federally threatened, endangered, proposed, candidate and conservation species, and
—state wildlife species of concern (i.e., sensitive species and other species)
Task 1. To identify which wildlife species and associated habitat should have the most effort devoted to their population enhancement and habitat restoration, based on the Endangered Species Act (ESA); the Utah Species of Concern rule and list; Partners in Flight state plan for Utah and the fish, amphibian, reptile and mollusk database as well as other data sources as appropriate (e.g. Forest Legacy Species, etc.).
Task 2. To define long-term goals (i.e., quantity, distribution of species/habitats), designate associated management plans, and implement actions that restore essential habitats (i.e., WHI) to the conditions most favorable for increasing wildlife species population and at the same time for fostering a corresponding growth in the numbers, range and distribution of such species.
Task 3. To reduce the total number of species currently listed as either: federally threatened or endangered, or as State Species of Concern, and to prevent current State Sensitive Species from being federally listed.
Task 4. To actively engage partners, stakeholders as well as communities of place and interest in the support of species or habitat conservation efforts meaningful to them establish long-term relationships for ensuring the sustainable use and development of lands, water and wildlife. Active review and endorsement of the final Plan by the five Regional Advisory Councils and the Utah Wildlife Board will occur.
Task 5. Develop, implement and evaluate management systems for attaining long-term species of conservation need population goals (i.e., distribution, abundance and range).
